At this point there is still people who have played consistently since launch that still hasnt gotten one which is just rediculous at this point

To this day I am of the opinion (especially since the loot is extremely underwhelming) that the chance for it to spawn should increase by a very small amount for every Meg you kill, resetting the chance as soon as it spawns. That way there is always a reward to kill the other megs to.
