There is absolutely nothing stopping a Democratic administration from signing onto ICC jurisdiction, sending these assholes to the Hague, and just handwaving the traditional concerns. This is a tool. Agree to jurisdiction and extradite regardless of court orders. Shrug and say sorry like Trump did.
