In many respects, the WEB-candidate countries are already partly integrated - on SEPA, roaming, Horizon Europe. The value here lies in the broader spheres like energy and Digital Single Market.
And on the further process: It would be very good to have a more swift process (opening of all clusters) in order for that the Council can concentrate on assessing actual reforms.
It is very good to make proposals to include not only Ukraine but also the other candidates in the political structures of the EU - the Council and Parliament - and to thus contribute to this "socialisation of EU integration"

Yesterday, Germany and France published a Non-Paper on how to drive the enlargement process with the Western Balkans and Moldova.

However: The most sticky thing - and what should be taken most care in Council negotiations - is how to design the safeguards that will kick in if backsliding in Rule of Law and Fundamentals is oberserved. How will such a process be set-up and who will decide on such sanctions kicking in?

The paper is very concrete in what steps could be taken to accelerate gradual and sectoral integration also in the Internal Market. The challenge will be here on how to find the balance between ability to participate and general safeguards to secure the Internal Market
