I spotted the owl in the door's logo, and unraveled this from there.
You even see sega using the exact Mills owl insignia, which they got called out for. (Westlee was part of the Sega group.)
tripwalker's article uncovered some information about Kobe's sega, including the discovery that their headquarters closed down some time between april 2017 and april 2018, with google streetview embeds of the location
The font and owl insignia are consistent between the two, but have glaring differences to known dated documents from the 50s sega.
I have incorrectly attributed these two images to the Service Games Japan of the '50s that later became Sega Enterprises. They are actually from Kobe's Service Games Japan, which operated from ~1971 - 2018.
