A restoration of the VRA under FPTP, even with a better court, would eventually be dismantled by racedep + changing demographics + homogenization. long-term victory: institute reforms which increase outcome accuracy, don't base anything on identity. also enables cross-minority solidarity

even with a better SCOTUS I'm fairly confident that anything resembling a zombie VRA, bipartisan commissions, etc will be slowly picked apart by any court. need PR. has to be unquestionably neutral in that way
