I don't know what it was about, or even what it was called. I saw a few scenes of it late at night on cable. Probably on USA or something. This would have been in the early-mid 90s.
The scene that I remember involved dark, hooded figures pouring a glowing blue liquid onto sleeping people. 1/2
Then the people turned into zombies or something. I was in an up-too-late daze when I saw it, and quickly changed the channel. But it gave me nightmares for months. The fact that I remember it so vaguely and couldn't describe it in enough detail to figure out what movie it was makes it scarier. 2/2
