Twice CA has successfully produced comparatively HUGE declines in lockups (juvie, then adult), both by focusing not on high-profile sentencing laws, but on far less salient funding choices.
And twice their success has mostly been ignored, even by reformers.

If anything, I’ve been frustrated that it’s hasn’t. Twice CA has made counties pay for harshness (first w juvie lockup, then Realignment), twice it‘s led to reductions in lockups not seen elsewhere, and twice the rest of the country (including most reformers) just … shrugged and moved on.
