The @who.int's Pandemic Agreement was adopted last year, but this was only a partial win for multilateralism. Delegates have missed a deadline to finalise a key annex on Pathogen Access and Benefit Sharing (PABS), on which the whole treaty hinges, in time for this year's WHA.
With the World Health Assembly (WHA) beginning next Monday, geopolitical pressures and narrow interests are shaping the global health agenda. In this context, debates on global health security and pandemic preparedness have reached an impasse.
We argue that the EU could be doing more to exercise effective leadership in these negotiations (and beyond). The Commission-led single-voice approach to the talks has made the EU too inward-focused. The EU should place further emphasis on building external trust and equitable partnerships.
