Pres. Ford welcomed 100 new American citizens in a Bicentennial naturalization ceremony. This was before Pres. Reagan signed the Immigration Act of 1986 that granted legal status to nearly 3 M undocumented individuals who had lived in the U.S. continuously since before January 1, 1982.
