2) You can't always tell who is trans.
3) There is no paperwork that identifies one's legal sex.
So:
A) On customer request, confirm: are you using the right loo?
B) Take their word for it.

The You Can Go Here campaign would be a process of talking to businesses to encourage them to adopt a legally compliant trans-inclusive approach to the new EHRC code, and to show it with a sticker in the window. Something like this:
