My practical takeaway: for mobilizing non-state actors, there's a temptation for issue entrepreneurs to leverage peer pressure and hype to reach scale.
We should recognize that this also generates exploitable vulnerabilities, esp. as climate governance and policy become increasingly politicized

I define a hype cycle as a collective behavioral pattern where:
1. Uncertainty and ambiguity are high
2. As a result, benchmarking against peers becomes a useful way of making decisions
3. There are time pressures (FOMO) to avoid being identified as out of step
