NB: Two-thirds of the 90b are for defence, but the macro-financial assistance can “be used by Ukraine to assist in the financing of compensation, as a form of reparation, to those individuals who have suffered damage from the illegal actions of Russia, including through the [CoE] Claims Commission”.
NEW: Compensation to harmed individuals now formally included in the EUR 90 billion Ukraine support loan just agreed by EU.
Recall that the loan is only repayable on receipt of war #reparations from Russia, giving the EU a direct interest in Russia paying up.
