This May 26 memo surely wasn't intended for Cooper's subordinates during a ceasefire. Was the real audience Trump & Hegseth, who'd threatened attacks on bridges, the electric grid, etc.? Was Cooper warning them he wouldn't obey or transmit such an order? breakingdefense.com/2026/06/in-m...
