This is a great policy proposal. Urban areas need to construct a substantial number of additional condo units with two, three, and four bedrooms, ideally near existing public transit infrastructure. This solves a whole lot of problems at once!

I only see support for my theory that people with small children should actually live in well-managed, noise-isolated condos rather than in big houses that require an adult to put in bunch of maintenance work
