The Doctor is exiled to Earth and becomes a small-time con man in West London. The Doctor's companion - an honest but down-on-his-luck ex-boxer who acts as his bodyguard (or "minder" if you will) - is always becoming reluctantly embroiled in the Doctor's schemes.
