It is neither inspired nor inspiring. There is no flair nor passion there. It doesn’t look like something that someone has slaved over to make every last detail work. It doesn’t seem to have gone through a refinement process to iron out its obvious problems.
Someone has dropped a slanted Union Flag onto a generic outline of a train, and gone, “That’ll do.” And every one of their managers has given it a quick glance and gone, “yeah, that’ll do,” before moving onto the next thing/getting coffee/going home for the evening.

Transport minister Lord Hendy is quoted in this @theguardian.com article about Great British Railways, about the GBR livery. He concludes with “That’ll do me.” And this, I think, is a good way of putting it. It is the quintessential “that’ll do” livery design.
