If you think I'm missing something - Gadhaffi was killed by Libyan rebels - not international targeting. Saddam wasn't head of state when he was tried and condemned by an Iraqi court. (In both cases there are plenty of objections you might make, but it wasn't a direct hit by a foreign state).
