Fascists do not care if they are committing war crimes. If no one holds them accountable, they will keep doing it. Fascism continues...
Turning over voter rolls would allow voting intimidation. ("Vote for (PERSON) or ELSE") It also allows them to see who voted for who and those who voted AGAINST them? They can make it so they cannot be opposed ever again. (E.G. Declare them dead, invalids Social Security... etc.)
