I'm counting negative momentum as CF1. I could pull out the Mythic RPG rules but negative momentum in Ironsworn/Starforged already has its disadvantages.
I need to play with this more, but high Momentum is high chaos which makes normally unlikely events very likely. The upside to this is that interrupts and altered scenes are more likely to happen and you're going to be getting Exception Yes results a lot, which fits fits the vibes of high momentum.
This is actually working for me. Momentum resets to 2 when burned, which drops 50/50 odds to 15%, sure, but getting a "no" to a question isn't the anti-improv/hard stop I thought it'd be.
