I have still not seen any tangiable evidence that St. Paul rent stabilization hurt permits. Year over year permits began declining before the ballot initiative was even annoucned

So far the data shows that zoning reform is starting to increase housing supply, and rent control reduced development. Also, the property tax burden is shifting from landlords to homeowners.
