This all blows up the normal way things work in Washington. Annual appropriations are the norm because it gives Congress power over agencies. But now ICE and CBP can tell Congress to pound sand for three years, and know that it’ll be another President who has to deal with the fallout in 2029.
Reconciliation 1.0 and 2.0 funding runs through September 30, 2029, so if you average it out by month and then annualize it, it works out to around $62 billion a year for ICE and CBP for the next 3.5 years, and that’s before annual appropriations; if they ever happen again.
