El Salvador's prisons are sites of systematic abuse. A joint report found that Venezuelan nationals from the US sent to CECOT mega-prison were subject to torture and ill-treatment, including sexual violence. Not isolated incidents, but rather systematic violations.

Ruth's arrest is part of a broader crackdown. A foreign agents law targeting civil society followed within days. Constitutional lawyer Enrique Anaya was jailed shortly after. By September, at least 140 HRDs and journalists had fled El Salvador.

The Inter-American Commission on Human Rights has flagged serious risks to López's life and integrity and called on El Salvador to act. However, Salvadoran authorities have not publicly reported any steps taken in response. The OAS Permanent Council has remained silent.
