As part of Bill 98, a new regulation has been proposed capping minimum lot sizes in zoning to 175sq.m. In Toronto lot subdivision would be feasible in most of the city. I think that's the effective end of Neighbourhoods policy and with it the OP.

There were over 46k Bike Share rides in Toronto yesterday, more than the average ridership of the Queen streetcar. The cost to the city to operate that streetcar was over $50k/day in 2015. Bike share costs the city $8k/day. 6x as cost efficient. Smart cities invest in cycling.
In defence of the Toronto street festival. It’s simple supply & demand. Their popularity proves we need more pedestrianized streets, yet Toronto makes it so hard. A city where the ethos is people in public space is a problem while Montreal’s is that’s where people belong. My @thestar.com column.
Yup! And average Bike Share subsidy per ride is $0.37, while TTC is $2.96
Bike Share is much more cost effective, and the city should be investing much more into it considering how its ops budget is a drop in the bucket compared to TTC

Oh I love my beautiful Estonian-designed concrete mid-century beauty.
