Tried to steal a bequest
This feels like something Trump would do. Collect the funds, then refuse to turn them over to the rightful party. Then offer to split the money as part of a settlement. Money that wasn't theirs in the first place.
And, for the record, "balancing it with more trillionaires" is NOT the answer.
