The pattern continues of CMS doubling down on Medicaid cuts and making them worse as they implement HR 1 HR 1 language requires actuarial analysis of longstanding and new budget neutrality agreements. The sentence from new CMS guidance says it all – Secretary wants budget CUTS not budget neutrality
