You're looking at an "Upside Down Jellyfish" (genus Cassiopea) & I think you can guess how they got their name.
This is them most of the time:
Not only tentacles up, but on the sea floor.
But that's not the interesting thing.
The interesting thing is they have no brain, but still can sleep.
