The Global Positioning System project was begun in 1973 under the DoD, but didn't see widespread use until the Persian Gulf War, 1991. In 1993, with 24 satellites, it was truly global.
Prior to 2000, civilian use of this system was limited by "selective availability" (SA) that lowered precision.
