One thing to keep in mind as we cross July 1: It is very possible, and even likely, that the actual text of the USMCA does not change in Trump's second term, because that would require going through Congress. This may all take place simply as "bolt-on" side deals to the USMCA.
The unsaid message here is that the 15% CanCon requirement is also a major trade irritant with the US while Canada is trying to get to the negotiating table with Trump on tariffs
