I think this is correct, especially the part about comity. As an end in and of itself, it's obviously not worthwhile. But I feel sure that more worthwhile goals run through comity than the opposite, however unappealing the reality of that might be.

So, I get why people hate this, but [ducks] Congress is good and its folk traditions are harmless and the goal of making Congress more powerful is probably marginally easier if what's left of those traditions survive.
Comity is a stupid *goal.* But it may help achieve actually worthwhile goals.
