SCOTUS replaced this, about 100 years of rules, with "If the President wants it, fine. If he doesn't, also fine".
This internal desire, to have the world conform to your wishes, as opposed to figuring out a way to live in the world as it is, is absolutely why he has been relatively bulletproof among his supporters. They are attracted to this diseased pathology because they share it.
