One reason why PPB can pay so well - you guessed it - FPDR! The FPDR tax levy pays for both the employer's and employee's contribution to PERS for all new sworn police and fire employees in Portland. This cost is buried in a separate tax levy, so SHHHHHHHH, do not say anything, it's a secret!
