The "8" of "8647" was already somewhat visible by 1pm Wednesday, per the EarthCam on the National Mall.
By 8am Thursday, the "8" was clear and the "6" was taking shape. Around 11:30am today, crews arrived to clear it. Now the "6" is mostly gone, but "8" remains.
