Yes, the ethics of creation and maintenance are distinct from those of its use. "It already exists, so I will use it anyway" is a coherent position; although, it often does not hold up to scrutiny, because use often implicitly justifies maintenance, and sometimes materially contributes.
A good, short read. “In a nutshell, this is the issue: PDFs are not written to be accessible content for all audiences. Instead, they are designed for creating print-ready documents for fully sighted readers.” The recommendation: HTML is way better than PDF for accessibility. #🧮 🧪
