One thing that occurred to me: journals' submission systems are doing a much better job than application portals (but still bad). At least I've never had problems uploading manuscripts because they were too big. Maybe we can just publish preprints and journals sell their services to university HR?

"Please attach your cover letter with your CV, full texts of 5 selected publications, detailed description of your earliest childhood memory, etc., etc., etc., and upload it via our online portal!"
"File cannot be uploaded, it's too big!"
