ICCT Europe 🇪🇺

These discrepancies have meant that, over the past years, actual CO2 emissions have been substantially higher than those officially reported. Between 2018 and 2023, official average CO2 values for new cars fell by 28%, while real-world emissions declined by only 15%.
⚠️ But an adjustment foreseen for 2027 is now at risk. An early draft proposal for the CO2 standards review in the @europarl.europa.eu calls for freezing future corrections of plug-in hybrid emissions.
🚨NEW REPORT: Plug-in hybrids in Europe emit 5x more CO2 than officially reported. The gap between real-world and official CO2 emissions of cars is widening. And for plug-in hybrids, the gap is remarkably high: - 2021 plug-in hybrid vehicles: 265% - 2023 plug-in hybrid vehicles: 400%.
🇪🇺 Europe’s battery electric car registrations recorded a 21% market share in April. 🚗⚡ #ICCTMarketMonitor From January to April, the market share was 20%, a 4-percentage-point increase compared with the same period in 2025. Learn more: theicct.org/publication/...
This divergence stems from the EU formula’s overestimation of how often these vehicles run on electricity.  🇪🇺 The @ec.europa.eu took notice and, in 2025, updated the formula to reach closer-to-reality estimates.
