Yet the "chaos" people blamed on it is still there.
Maybe the problem was never the site. Maybe it's the deeper, unaddressed social challenges we've refused to deal with.

We have a much better chance of helping people recover when we address all the social determinants of health.
Forcing someone into treatment and then sending them back to the same conditions they're trying to escape isn't a recovery plan.
