Whoops, I lied apparently— VSky Universes is still at 200, the error message when doing proposals is just not updated to reflect that. Still need to Cull my universes though

I am surprised that I am not the only one that shares the sentiment that VSky is like a month of balls to the wall action before it slows up significantly. Sure did Humble me after hitting my Universe Cap after whoring out all month. Culled that a little bit.
