The fleets they were a part of prior definitely outfitted them.
The de Jardin, Felrahn, and Drogar fleets were issued all their gear: uniforms, sidearms, medkits, tools. Discordians came along with whatever they had on their backs. But they gained equipment as they raided others.

Is the starting equipment included as part of their sign-on process or are they expected to buy it before hand or pay it off over time (through work)?
