Devs keep using the "we're only using it for concepts" excuse like for a game like Crazy Taxi you can't just... hire an artist, look at a city, look a some cabs, look at photos of some real people. Like do you want the very founation of your work to be sauceless?

Placeholders are meant to be comically bad, that's half the fun of game dev! 😂
But, seriously, they shouldn't waste time and resources to look so good that they slip through the cracks and make it into the final game.
