Development fees both add to & overlap with other barriers, especially zoning & permitting processes. Add more costs like inclusionary zoning, offsite improvement costs, & even code changes cancelling out fee reductions & analysis is even more complex. www.cmhc-schl.gc.ca/... 1/2
