C'vahn is terrible at strategy, so he leaves that to Khevan. When he's made to participate, he can only point out weaknesses in the strategies of others, but isn't able to plan ahead.

Your WoL/OC is at a strategy meeting. Do they try and help contribute, or do they stand there awaiting orders to be sent into the fray? Do they even pay attention, or more likely to let their thoughts wander til blades are out?
