The map entities API in VRL is feature complete!
it lets you do everything vanilla can and slightly more such as having an encounter with more than 4 enemies. There's still a couple of loose ends, but I decided to come back to them later as they aren't huge

By this I mean you have have their stock saved on your save file and the pool can be managed completely independently from the other 2.
It took a few complex patches, but it was overall A LOT easier than I expected!
