In materials reviewed by 404, a Flock employee stated "You're going to be able to access data and jump from LPR to person and understand what that context is, link to other people that are related to that person by marriage or through gang affiliation, et cetera..."

Flock Nova is a "platform [that] integrates police departments' investigative data." More startlingly, it "gives SDPD access to 'open source intelligence' [data scraped and bought online] and data from other law enforcement agencies" according to the SDPD Flock contract.
Beryl Lipton of @eff explains "for police, the definition of what is considered 'open source' has really expanded to include information to which no one should have ever had access. Our health data, our financial records, or any of our other digital data is hacked and ends up on the internet."
