How else might we spend eleven Billion! dollars? Maybe we build every commuter on Hwy 37 a mansion in Marin so they don't have to commute on 37 anymore?? Sure it will still flood, but reducing driving reduces climate change too. We should do more of that.

The big-swing megaproject would transform the whole Highway 37 corridor, 21 miles from the Highway 101 junction in Novato to Interstate 80 in Vallejo.
