The Treasury is correct that the MoD is absolutely woeful at overseeing spending projects.
The MoD is correct that it needs much more money than the DIP offers.
The solution was for Number 10 to find, which it simply…didn't.

Not often I side with Treasury but the spending demands of the Department of Defence must be some of the least scrutinised in Westminster? Or am I wrong?
