This photo is not Ukraine. It's Chechnya, 1999. Grozny, destroyed by Russian forces. Three years earlier, Russia signed a peace treaty, then came back. An estimated 300,000 Chechens were killed in the wars that followed. This is how peace talks with Russia tend to end.
