in certain areas it's fine, imo. but not on insanely busy streets, in bad heat, traffic, congestion, etc. there's a lot that visitors can do in Philly. we don't need horse carriages on Broad St.

Ok, fair enough - good answer.
Horse karts are unusual but not unheard of in British cities (more likely to see them in eg seaside towns) so I wasn't really aware of animal welfare concerns, although I figured that the most likely answer.
