4) Appeal of these procedures moves from the Merit System Protection Board (judges) to OPM (which is subject to greater political influence).
Bottom line— PLEASE comment and share. We need more reaction to this.

3) Performance is key, with little consideration for years of service. On the surface this makes sense…except we’re being capped at who can have a high performance rating (5). This could make some sense if ratings were based solely on the supervisor— it doesn’t work based on current quotas.
2) It provides for elimination of entire “Competitive Areas”; this means regional/national offices could be subject to RIF in their entirety with little recourse. Note: this would be particularly relevant in the current proposed reorganization for the Forest Service (eliminating Regional Offices).
1) Probationary employees are not included in RIF guidelines. This allows for easy removal of all probationary employees (like the Valentine’s Day massacre of 2/14/2025 that DOGE led).
