This is crazy! Obviously people should recuse from discussion of a grant from their institution but to have to recuse from a WHOLE PANEL is nuts. This is just meant to make it harder to review grants, slow down review, and reduce funding grants
As always, the point is to destroy science

New: NSF is tightening its conflict of interest rules in what could be a headache for the understaffed agency. Starting in August, reviewers will no longer be able to participate in a panel with any proposals from their own institution.
