Prereview provides an infrastructure to review preprints that is based on Zenodo. This way, your review does not belong to a single publisher who may keep it hidden forever but it becomes citable, versionized, open - like any parts of the scientific record should be.
Is there a dedicated place that lets researchers upload their reviews? PCI is only for reviews organized by PCI, Zenodo and OSF, Pubpeer are also for other things.
